POW/MIA WEEKLY UPDATE
SOLDIER MISSING IN ACTION FROM KOREAN WAR IDENTIFIED

On February 13, 2012 the remains of a U.S. serviceman, missing in action from the Korean War, were identified and returned to his family for burial with full military honors.
Army Cpl. William R. Sluss, 21, of Nickelsville, Va., will be buried Feb. 18, in Gate City, Va. In late November 1950, Sluss and elements of the U.S. 2nd Infantry Division were attacked by Chinese forces near Kunu-ri, North Korea. On Nov. 30, 1950, Sluss, along with many other American soldiers, was listed as missing in action as a result of that heavy fighting. In 1953, returning Americans who had been held as prisoners of war reported that Sluss had been captured by the Chinese, and died in the spring of 1951 as a result of malnutrition while in a prisoner of war camp in North Phyongan Province, North Korea.
Between 1991 and 1994, North Korea gave the United States 208 boxes of remains believed to contain the remains of 200-400 U.S. servicemen. North Korean documents, turned over with some of the boxes, indicated that some of the human remains were recovered from North Phyongan Province, where Sluss was believed to have been held in “Camp 5.”
To identify the remains, scientists from the Joint POW/MIA Accounting Command and the Armed Forces DNA Identification Laboratory used circumstantial evidence, forensic identification tools such as dental records and radiographs, and mitochondrial DNA – which matched Sluss’s brother and sister
.
Today, more than 7,900 Americans remain unaccounted-for from the Korean War. Identifications continue to be made from the remains that were returned to the United States, using forensic and DNA technology.

POSTED MARCH 30, 2012
VIETNAM VETERANS DAY
A PROCLAMATION BY THE PRESIDENT OF THE UNITED STATES OF AMERICA

On January 12, 1962, United States Army pilots lifted more than 1,000 South Vietnamese service members over jungle and underbrush to capture a National Liberation Front stronghold near Saigon. Operation Chopper marked America's first combat mission against the Viet Cong, and the beginning of one of our longest and most challenging wars. Through more than a decade of conflict that tested the fabric of our Nation, the service of our men and women in uniform stood true. Fifty years after that fateful mission, we honor the more than 3 million Americans who served, we pay tribute to those we have laid to rest, and we reaffirm our dedication to showing a generation of veterans the respect and support of a grateful Nation.
The Vietnam War is a story of service members of different backgrounds, colors, and creeds who came together to complete a daunting mission. It is a story of Americans from every corner of our Nation who left the warmth of family to serve the country they loved. It is a story of patriots who braved the line of fire, who cast themselves into harm's way to save a friend, who fought hour after hour, day after day to preserve the liberties we hold dear. From Ia Drang to Hue, they won every major battle of the war and upheld the highest traditions of our Armed Forces.Eleven years of combat left their imprint on a generation. Thousands returned home bearing shrapnel and scars; still more were burdened by the invisible wounds of post-traumatic stress, of Agent Orange, of memories that would never fade. More than 58,000 laid down their lives in service to our Nation. Now and forever, their names are etched into two faces of black granite, a lasting memorial to those who bore conflict's greatest cost. Our veterans answered our country's call and served with honor, and on March 29, 1973, the last of our troops left Vietnam. Yet, in one of the war's most profound tragedies, many of these men and women came home to be shunned or neglected -- to face treatment unbefitting their courage and a welcome unworthy of their example. We must never let this happen again. Today, we reaffirm one of our most fundamental obligations: to show all who have worn the uniform of the United States the respect and dignity they deserve, and to honor their sacrifice by serving them as well as they served us. Half a century after those helicopters swept off the ground and into the annals of history, we pay tribute to the fallen, the missing, the wounded, the millions who served, and the millions more who awaited their return. Our Nation stands stronger for their service, and on Vietnam Veterans Day, we honor their proud legacy with our deepest gratitude.NOW, THEREFORE, I, BARACK OBAMA, President of the United States of America, by virtue of the authority vested in me by the Constitution and the laws of the United States, do hereby proclaim March 29, 2012, as Vietnam Veterans Day. I call upon all Americans to observe this day with appropriate programs, ceremonies, and activities that commemorate the 50 year anniversary of the Vietnam War.IN WITNESS WHEREOF, I have hereunto set my hand this twenty-ninth day of March, in the year of our Lord two thousand twelve, and of the Independence of the United States of America the two hundred and thirty-sixth.
BARACK OBAMA
       Detachment Commanders ReportGentlemen,

With the Spring weather the activities are picking up. I attended the Dept. Oratorical Contest and was very impressed by the high school students participating there. Those who say kids don't care about our country maybe should see how some of them rise to the top in such contests such as the Oratorical. It is impressive to see at such events what young adults can and do make the future look brighter. Also attended the 2nd District Conference on March 25th

and installed their new officers. I hope the best for the 2nd District , as I know they will do a great job as they always do. I then managed to make it home
to celebrate Gitti's birthday, didn't want to forget that !

With the weeks winding down till Convention , I hope all will attend and enjoy the 1st District hospitality . Please get your rooms reserved as the French Quarter is a beautiful Hotel with much to do. Let's also get some sizable donations together to help reach our goals. Keep communicating and working hard to finish the year on a high note.

Thank You,
Steve Honigfort

SQUADRON CONSOLIDATED REPORTSAs March gives way to April and the Children and Youth activities remember that all you do needs to be reported. Not just the big projects and events, but remember to report the little things. Giving rides to assist a veteran. Home and auto repairs you perform just to help. Be sure and review your squadron check books to see where your money went. Every Squadron needs to complete the Squadron Consolidated Report Form. Yes the report form is used in many instances for judging of detachment and national awards, but that is not the most important part. Each year the total dollars and hours are tabulated to give a compilation of the good work being done by The Sons of The American Legion members. The total volunteer hours and dolars donated each year is impressive, JUST IMAGINE what it would be if your totals were added to the numbers.     Kroger Community RewardsMembers need to re-enroll to continue earning in the Kroger Community Rewards Program. All participants must sign up for the program in order to earn funds for the SAL. Even members who only recently signed up in the last 60 days must re-enroll in April to continue earning rewards for the coming year, 05/2012 to 05/2013! Enroll at www.krogercommunityrewards.com , click on “OHIO” and click on “Enroll.” All participants must have a valid online account at Kroger.com and must sign up online to participate.       The American Legion Youth Programs Alumni Association

The American Legion Legislative Division QUESTION OF THE WEEK: The Federal Constitutional Convention is being pushed by the American Legislative Exchange Council (ALEC) around the country. When 34 states sign on America will be destroyed. This is all coming in as a Balanced Budget Amendment or Article V Amendment Convention. If a Constitutional Convention is called, it will be a runaway convention. With a Constitutional Convention we can kiss our Constitution and the 2nd Amendment goodbye.
My question to the American Legion is what is your position on a Federal Constitutional Convention. If you are against one, then would you like to work with us in defeating this move across America?
The American Legion did have a resolution which expresses firm opposition to convening a Constitutional Convention or to any efforts seeking to rewrite the United States Constitution beyond the existing procedures required for amending the document. Resolution #323, titled "Opposition to a Constitutional Convention," was adopted by the delegates to the 2000 National Convention of The American Legion. The resolution was what we consider a "legislative resolution" which, in order to remain active, needed to be reiterated in 2002 to coincide with the convening of Congress in 2003. The resolution was not reiterated.
Additionally in the spring of 2001, our National Executive Committee (The American Legion's board of directors) considered and tabled a similar resolution.
Not having a formal position on this issue precludes The American Legion from entering into a relationship with an organization or taking a position on a Constitutional Convention.

Vietnam Wall Turns 30 as Officials Plan Education Center
By Terri Moon Cronk
American Forces Press Service
WASHINGTON, March 26, 2012 - Commemorating the 30th anniversary of the Vietnam Veterans Memorial groundbreaking here today, officials of the memorial's fund announced the development of an education center to inform younger generations about the war's history.

Retired Army Gen. Barry McCaffrey speaks to an audience about the Vietnam Veterans Memorial and its soon-to-be built education center during a March 26, 2012, event kicking off a year-long observance of the memorial's 30th anniversary. DOD photo by Terri Moon Cronk
(Click photo for screen-resolution image);high-resolution image available.

Retired Army Gen. Barry McCaffrey, a Vietnam veteran and chairman of the Vietnam Veterans Memorial Fund advisory board, said the center also will showcase a "Wall of Faces" of the lives lost during the war, just as the wall bears their names.
"The wall is not just for the [millions] of us who served, but also for the 300,000 or more who were wounded, the 58,000 who were killed, and all the pain that brought along with it [for] dads, mothers, brothers, friends," McCaffrey said. "It's an extraordinary achievement."
And the crux of the education center, he said, will be to connect service members' stories, families and experiences to the wall.
"It will also connect the other veterans from our other wars from the Revolutionary War all the way up to the unbelievable heroism and sacrifice of our service members who are still fighting in Afghanistan," he said.
"The Wall" is one of the most visited memorials in the nation's capital, added retired Army Brig. Gen. George Price, who also was an early supporter of the memorial and served in Vietnam.
Price said the American public owes knowledge of the Vietnam War to today's children.
"We owe this center to our youngsters to bridge the gap between then and now," he said. "We need to make sure they understand that mistakes were made, good things were achieved, and most importantly, they must understand the sacrifices of service to the most important country in the world, the United States of America."
To preserve the legacy of the fallen, the center will offer exhibits such as:
-- "Telling Their Stories," to showcase military service taken from excerpts of letters and memories;
-- "The Wall of Faces," digital images of the more than 58,000 service members who are memorialized on the wall;
-- "The Legacy of Service," comprising images of service members who served in all the nation's wars through Iraq and Afghanistan; and
-- "The Artifacts Collection," which is expected to exhibit more than 120,000 personal items left at the wall by families and visitors.
The center also will provide other educational resources for information on the fallen, officials said.
The education center's groundbreaking is expected to take place sometime this year, amid other celebrations to take place all year along the National Mall to commemorate the memorial's 30 years, Memorial Fund officials said.

American Legion to Congress: Reject TRICARE increases
WASHINGTON, March 28 – The leader of the nation’s largest veterans service organization, The American Legion, has expressed strong opposition to proposed hikes in premiums being paid by enrollees in TRICARE, the military’s health insurance program. The recently released Fiscal Year 2013 federal budget plan calls for dramatically increased TRICARE enrollment fees and pharmacy co-pays.
“We realize that fiscal realities dictate certain financial concessions may have to be made by our citizens,” said Fang A. Wong, national commander of 2.4 million member American Legion, “but to burden America’s military families further is, in our opinion, unconscionable.”
Under the proposed FY 2013 budget, the TRICARE Prime annual enrollment fee would rise from $520 to $2,048 by 2017, an increase of 400% in five years. Similarly, TRICARE mail-order pharmacy program co-pays for brand name medications would skyrocket from $9 to $34 over the same five years; another increase of nearly 400%.
“This generation of American service members, however, is but the latest to endure the unique hardships of wartime service. All generations of veterans have earned these benefits,” Wong continued. “These brave men and women have earned health and retirement benefits in ways that are largely unknown and difficult to comprehend by civilians who have not shared their sacrifices. Those who point to the disparity in cost between civilian and military health insurance and hint at unfairness simply do not appreciate the huge premiums already paid by our service members and their families as physical and mental health, and even lives, have been given in defense of our country.”
Wong concluded by saying that “true fairness” to military retirees and their families can only be attained by a “decisive and pointed rejection of these unjust proposals by all members of Congress.”

To the Leadership/Members of the Detachment of Ohio
I usually refrain from submitting comments to the weekly e-thread but after viewing the latest membership numbers I felt obligated to send in a comment this week. To my fellow members, you guy's are GREAT!!! We are 10th nationally (with 27,245 2012 paid members)in the standings and the ironic thing is that if you total ALL OF THE NINE DETACHMENTS ahead of us (29,148) we almost beat their aggregate total!!! WOW, super job!

You guy's make me very proud to represent you!!!

Commander's Message
Gentlemen,
It's been tough with the loss of PDC Tom Getz, but his message will carry on for a long time. Tom believed in the SAL Detachment of Ohio and his suggestions on how to better the organization can be put to good use. If you believe we can grow and get better you believe what Tom felt. He will truly be missed and will remain in our memories.
I visited the New London Gun Raffle on March 10th, it was well attended and successful. I would like to thank Squadron 292 for the $1,500.00 donation to
Honor Flight and the $500.00 donation to CWF. You all made the Day very entertaining and helped make another leap on two of our fundraisers. From there I went to a Reverse Raffle in Bellville, didn't win, but Spanky and the Gang always make it a fun evening, Thanks to all. Then I traveled to the 9th District to their conference in Girard on Sunday, met with 1st Vice Gary Lang and together we represented the Detachment of Ohio. It was a very nice day as the temps were super and the meeting went very well. Keep up the good work Commander Charles Wilson and all the officers there.
Remember to get your Convention reservations in and get your Squadron consolidation reports taken care of and sent in. There many awards available and were placed in the Convention packets,if you feel you are eligible take the time to put something together before May. You all do great things, please let us know just how much.

Sqd 8 Project to Honor Ohio's POW/MIA
Dear Legion Family members,

As many of you know, Sqd 8 is working on a historical project to honor Ohio's POW/MIA. Many of you recieved order forms to place a paver in the sidewalk that leads to this "Patio of Honor". If you would simply go to YouTube.com, and type in "American Legion Post 8", you will be able to click on the "Patio of Honor" video and see exactly what this project is going to look like. This presentation is awesome!!

I would like to remind anyone that took an order form for their paver, that the 29th of Feb. is right around the corner! Get your order form and check back to Sqd 8 and your paver will be installed with the original construction. If you need an order form, e-mail me and I'll help you out with this.
